Serge is a founding member and President of Reconnaître—Open Recognition Alliance a not-for profit association dedicated to promoting the goals of the Bologna Open Recognition Declaration. He is also a founding member and President of Bit of Trust, a company created at the initiative of internationally recognised experts in the field of talent recognition and development designing the next generation of Open Badges and Web of Trust technologies. Bit of Trust is hosting the development of ORCA (Open Recognition Community App) a technology designed to support the emergence of Open Recognition ecosystems.

From ePortfolio to Open Badges, Recognition is at the heart of a professional life dedicated to exploring the contribution of digital technologies to the empowerment of individuals and communities, their ability to lead educational and social innovation. Laureate of the Digital Media Learning Trust Challenge (2015) awarded by the MacArthur Foundation, Serge contributed to the development of the Open Badge Passport and the publication of the Bologna Open Recognition Declaration (2016). MIRVA (Making Informal Recognition Visible and Accessible) aiming at placing informal recognition of informal learning on a par with formal recognition of formal learning led to the creation of Reconnaître-Open Recognition Alliance.

After 30+ international projects, he is currently contributing to several European projects where Open Badges play a central role: REVEAL (development of Local Recognition Networks), REPAIR (recognition of emerging SDG practices) NS-4SFC (a novel approach to the recognition of Soft-Skills), BREVET (Open Badges in VET education) ENCORE (recognition of Open Education practitioners and OERs)

Previously he contributed to the creation of the European Institute for E-Learning (EIfEL, 2001), the European Foundation for Quality in E-Learning (EFQUEL, 2008) and the Internet of Subjects Forum (IoS Forum, 2010). He is the organiser of ePIC, an international conference initiated in 2003 now focused on Open Recognition as a central component of Open Education.
